You can buy them as larvae or pupae. Either way you want to wait till they pupate then you can just throw the pupae into the cage and wait until they emerge and then you will have flies in the cage and you wont have to deal with trying to capture adult flies and risk them getting out. As for...

Your cham looks around the same age that mine was when i got here, so i think yours is around the 1.5-2 month mark. Looks like female to me but then again when they are that young it can be really hard to tell

I would suggest getting a couple of fruit fly cultures for babies, they go a long way because you can get ALOT of them just from one culture.

How old is your chameleon? If its a young chameleon you want to keep the temp at about 80 and older a bit higher than that. And yeah id suggest getting rid of the black light and getting a regular bulb. You can just use a regular house hold bulb.
