Jumping to the end but the best IMO is the arcadia 6% with the typical heat dome and a jungle dawn LED strip.
Unless you have a uv solarmeter then go with the 12% and dumb it down..

hibiscus need a lot of natural sunlight to thrive. I am assuming the lights you mention are only for the plant and that you have the appropriate heat and uv lighting your cham requires.
If you want a strong plant light look into the jungle dawn products that Todd at light your reptiles...

From one clutch 7 made it out but one passed within hours, out of the other clutch only 2 made it out of the egg and are still doing well.
I kept both females the exact same and suppelemented and fed...

Yes he could ingest the substraight and have probs, I would also follow the suggestions of getting into a different setup, and to your first question I have many chams I never see drink esp, the veiled. As long as they have good urate and a full plump casquse and cheecks I don't worry.
The 6500K does not produce much heat to speak of I use a dual 48" setup on most of may cages with a 6500k in one side and a 10.0 in the other.
Your other option could be use a LED light. Todd at LYR has the jungle dawn series the has LEDs in the 5.5k -7.5 range providing a awesome full...
