    Alright so I saw this post more than one year later, I apologize for my inactivity.
    The affliction never went away, It kept progressing and is still progressing. He is currently not visibly affected in terms of quality of life but he is closely observed in case that would change.
    He has not gone through a biopsy due to its insane price and my vet is clueless due to inexperience.

    We suspect the papillomavirus or skin cancer. From what I've read about the papillomavirus in Chameleons it isn't treatable and surgery will only be a temporary solution. I'm not so sure about the alternatives regarding skin cancer but his affliction doesn't seem to be bound to a certain area. It keeps popping up all over his body with the most concerning areas being the corner of his mouth and eyelid.
