I'd take to a vet and possibly have a biopsy of it. There's a possibility of virus. But I'm not here to diagnose...just to say to take it to an experienced vet.
No need to worry. I usually just keep the humidity and misting up. On my adult and social chameleons I would leave it for a week or two and then after that kind of wet it a little and brush it off them if it wasn't connected. Never forced it of course.

When I first got mine it sprayed all over the room because my tubing was not fully plugged into the pump. Once it "clicked" in it worked fine.
I would replace the aquarium light with a 5.0 uvb it'll cover more area in the cage and is preferred. Also it's not bad to have that aquarium light in my opinion, at one point in time I had my basking, uvb, and a full spectrum hood on top (for my plant). However I think an actual basking light...
