Will this substitute as a mister and does it come with a timer, or will I be able to attach one to it?

I think that they work very well, and they do leave plenty of droplets on the screen and on plant leaves for your cham. I still mist with a sprayer once per day because 2 of my guys just love getting spritzed. My chams love them. As for a timer, they do not have one built in, I use an outlet timer when I go out of town. At the low setting they use about 1 bottle of water every 12-14 hours if run continuously.

Ive had one for a few weeks now and its made keeping my humidity up very easy. It does create droplets on the screen, Ive seen my cham drink them up. I leave it on the lowest setting 24/7. It will auto off its self if it goes empty, on lowest setting, as stated, needs refiiled twice every 24hrs. I personaly wouldnt use tap water. It will wear out quick. So take into account availability of distilled, I overall am pleased with this product.
It does have one major flaw: The cord is too short!

Edit: This should not replace misting alltogether in my opinion, it will definatly help with humidity and if you have a water loving cham it will enjoy it...

Will the humidity and water droplets ruin any electronics that are near the cage such as a phone or a tv, sterio, etc?

Ive found that about 90% will actualy stay inside the screen. What doesnt dissipates quickly. I have the back of my enclosure up against a wall, Ive checked it and have never felt moisture on the wall. Its not a mist at all, think dense fog, but more pure? I wouldnt worry to much about electronics being affected, how close are they to the cage?
