Zilla slimline tropical fixture

So, I was having a heck of a time finding a fluorescent fixture in my tiny little town that didn't have plugins or switches on the side that sits in the cage. I ended up getting a Zilla Slimline Tropical Fixture online. It came with a clear plastic cover over the light. It is designed for use with UVB bulbs so you'd thing they would pass through the plastic, but should I remove it anyways?
 
I would remove the plastic shield. UVB won't pass through glass or plastic.

That's what I figured but it didn't make sense that they put a shield on a UVB lift fixture if it blocked UVB rays from passing through...Thank you! As soon as I locate a screw driver small enough to fit the screws it will come off. :) It's kind of bothersome that they put this plastic on there knowing very well it will need to be removed to be effective, essentially voiding the replacement warranty...
