well, i think we can rule out j jacksonii for sure. ive never had a meru and only glanced at them in person, so, ill just post a couple of links and let everyone decide for them selves.
the animal shown is stressed and not in very good shape which makes it harder, but i will say imo it doesnt have typical xanth yellow distribution which would normally be predominately along the crest of the spine (therefore yellow crested xantholophus) but then so can merus's, if that helps confuse the matter.
a cf member recently had a pair of merus for sale maybe you should pm him.

sort of curious as to how the whole, wc meru thing works, because merus only come from a small locale, in tanzania whose export policies change frequently, but as far as i am aware, does not allow export of wc chams of any species. further a wc meru would imo, likely require cites documentation of origin. as far as i am aware, there are no established non native populations of merus. of course that really proves nothing since the much of the same applies to xanths. hawaii, does not allow commercial export of wc xanths so imo, any xanths labeled as wc should be considered of questionable legality as well.

i think the tiki tiki guy is experienced in meru's so you could email him.
also merus are significantly smaller, so if he is much over 50 g, i would say xanth. but i will say i have had several male xanths and no 2 were ever identically colored, but i have never had or seen any with the yellow mostly in the shoulders, but, doesnt mean there arent any.
also i suppose he could be a willigensis, a very xanth like cham but technically not a jacksons. i dont know much about them either except that like xanths, they are bigger than merus.
whatever he is, if he dont get some balanced husbandry soon he wont be anything but dead. jmo
