water at bottom of tank?

i have a 18 by 18 by 20 inch terrarium
i have a hot damp towel on top where the lights are not shining.
i also spray this humidity spray almost every day.
top is screen and so is the door.
I covered the door and part of the top with wrap to control the humidity better but i have the reptile carpet soaked with water. is that okay or no? i let it dry out but it takes hours and then the humidity drops to dessert percentages. i have been trying different cycles and duration on my mister but can quit keep it where its perfect in the tank and not have the carpet to be soaked.

is it okay to have it damp on bottom? if not, any suggestions?

I would not recommend a damp down or wrapping anything. That would cause bacteria and wrapping make for poor air flow.
I use a 18x18x18 Exo-terra.(glass all round except for screen top)
I have one front door open for air flow. But I use a homemade fogger on a timmer to help with humidity. Works great. I run the fogger 15mins every hr to keep humidity where I need it. I have a humidity and temp alert.
 
I would remove the reptile carpet. Anything that has water sitting on it over a period of time(especially that) is going to breed mold and bacteria and your chameleon will breathe this. He can get a respiratory infection. I would get some type of shallow dish that you can empty, one that your chameleon could not drown in. If you don't have the room and need something taller and deeper due to space, then cover the container with screen so you chameleon can not get in it.
