Veiled being rescued, need advice

Someone in a local reptile group is selling a sub adult veiled and his enclosure. But by the looks of the pictures his turrets are swollen and he has wrinkles in his skin, he looks seriously dehydrated. I cannot tell from the pics if he has any MBD going on, but the girl who is selling him has a double dome on the cage. he is climbing the screen to get closer because his basking spot is not hot enough.

Once my friend buys him and gets him home, what would be the fastest way to hydrate and put weight on him??
