i just got my veiled on the first and every time i try to go do something in the enclosure i get hissed at and or bitten doesn't hurt but it surprises me some times and i dont wanna jerk back and hit the cham or knock it over is there any way i could tame em i dont know the sex and id say he is a baby to medium size

It (does it have little knobs on its back feet at the base of the leg where the toes divide? If so, its male). If its such a new arrival it is stressed by the change in caging and new to you and the general activity of your home. You can't really punish or train your cham not to threaten you, but you can teach it that you are not a threat. Your cham can't hear you, so trying to teach commands won't work. Chams are not really that social so it won't really care whether it pleases you or not. Trust takes time. Eventually it will realize that you bring favorite food treats and that your daily routine around the cage is not something to fear. It may not totally like you (this varies a lot by individual cham). Keep your daily chores with the cage to a routine, don't fuss with the cage arrangement too much every day (chams hate change), put lights on timers so the cycle is a bit predictable, and slowly work up to offering favorite feeders by hand or in a cup you hold in your hand.
 
A male veiled will have spurs on their back feet, ( little bumps on the heals ) a female will not.
As for the attitude that would just be how most veileds are. With some patience, hand feeding a freerange time you could prob get him to get used to you.
