It depends on the fixture and bulbs. The packaging should have an optimal distance from the animal, but usually sitting on top top the viv is best. This is most natural as the sun usually shines overhead through the canopy of the trees 
If you have the light shining at an angle through the mesh on top, you might want to get a uv measuring device to check. It's possible that the mesh will block out too much to be healthy for a cham.
I know basking lights can be set at an angle, but I am not 100% certain about UV lights. My suggestion would be to have it laying flat across the top

If you have the tube bulbs, T8 or T5, and a fixture with reflector, they can still bask when a few inches off center. I prefer to place the basking branch directly under the UVB at not more than 6'' away because the % UVB drops off sharply past that distance.
You can get better UV penetration with the HO bulbs, and they are a lot brighter.
