Urgent: Chameleon not opening eyes and keeps mouth open

Hello, I’ve had my chameleon for a little over a year now, recently he hasnt been too active, i watch him drink lots of water but he is acting all weird. I see nothing stuck in his throat and I cant be sure if he was eating because his eyes have been closed for a while now.

Ok so he looks dehydrated what are your temps at basking and ambient temp ,what is your humidity, how are you measuring these , how are you providing water ?

since it’s been getting warmer out, I’ve recently been putting them outside in one of my bushes and I take out the garden hose and let it basically simulate rain on him for about 10 minutes and from there I see him drink water and he seems fine when he’s outside but just today he’s been looking like this. his basking temperature is around 60° and since I keep him outside here, New England, basically whatever humidity it is and temperature it is throughout the day is what he’s receiving throughout the day and then at night I increase his humidity.
 
What are the two lights in domes do you have a uv t5ho? What is your light schedule?
I have two lightbulbs in order to keep the temperature around 60°, which are the basking lights and then I have one white light in order to just increase the brightness and one long UVB bulb. I usually turn the lights on around 10 and turn them off around nine.

Ok so lights ,one long linear t5ho 6% for uv ,then just one basking bulb, basking needs to be around 89 f for a panther male adult

So in the winter, you keep him inside? And the basking temperatures are? Cage temperatures?
