I've had my Cham (He will be 4 months on the 18th) for about a month now, hes been showing a lot of blues around his face and body

That's what I was told by the breeder. Does he seem to be a different Locale?

He doesn't seem like a different locale to me. When he gets older you will be able to tell for sure, though.
