I have a screened enclosure for my cham the temp stays in the nintys during the day I have read that the temp should be in the eightys in the afternoon
so Is it necessary to to keep the basking light on if the temps stay
in the eightys with out it on and just keep her uvb light on
 
What species of chameleon do you have? Different species require different temperatures. If your basking temperature is at the proper range, then you do not need to use a basking light (although IMO it is better to use one, just in case their is a random drop in room temp). However, the UVB light must be on for ~12 hours a day. When setting my basking temperatures, I try to get as close as possible to the recommended temp. I would pay closer attention to detail. Just because your temperature is in the 80s doesn't mean it is adequate (89 degrees is much different from 80 degrees).

You can do that. On warmer days when my guy is inside, I do this.
Just make sure that there is a good range in temperature, so the chameleon has somewhere to cool off.
