Temperature Issues

So I have a female jackson. My temps are way to low. My basking spot gets to about 80-81 which is perfect, the ambient temperature is about 68 degrees though the rest of the enclosure. Its a 24"x36"x48" screen enclosure. I have three 60w incandescent light bulbs, just normal ones. I tried correcting this problem but putting plastic on the back and left side. The top is covered by the light fixtures. I don't know what more to do. Any help? I live in Kentucky if that is any relevant information. I also have a fish tank heater for my water reservoir it heats the temp to 85 degrees but when it comes out of the misting heads it is still cold. Any suggestions on heating that water as well?

how about a small ceramic heater? you could even locate it near your mister to warm that water up. I have a veiled and i know there are differences is 68 so bad in the ambient spots? i mean he has healthy basking spots and the do need cooler areas to move to so they dont over heat right? and that would be my only concern with a heater.
 
Yeah I know they need cooler spots, but the bottom of my tank during the day is 60, and if you go 6 inches below the basking spot its 68 so i need the bottom to heat up 8-10 degrees and stay warmer at night.
