Strange Web and bugs on trees

I was at my moms house last weekend and there is a strange Web (its like a spider web/cocoon) on her Crape Myrtles in the front yard. Wen you brish away the web there are bunches of little bugs that are under it, they do not appear to be spiders.

Anyone know what this is or how to get rid of it?

You said they are bugs.. could it possibly be an egg sac instead? I know gypsy moths and tent caterpillars do something like this.

Really strange, believe it or not on our local news show tonight on TV there was a story concerning a population explosion of ermine moths in a park not too far from where I live and these cover the trees in silk, perhaps as syn says this is a result of moths??

The thing is they almost look like beetles...not caterpillars, but the web looks just like what syn posted. Maybe i saw them when they were still really young. Ill check back this weekend and see how it looks. She is just worried that they will kill her tress.
