PetAbuse.com is a great site to go to.
It gives you the laws by state, and what is and isn't required by law. It will surprise you how little is required by law in some states, and how much in others.
It will give you info on where, and whom to contact.
Pet abuse is against the law, if you download info and have it in hand when going to a pet boxstore it might or might not help. But if you know your laws in the state you live it adds some credence to your anger, rather than just an angry customer.
Lock and load, get all the info you can!
