Spots of elbows...is this UV damage?

I just noticed these weird spots on both of OJ's "elbows" (not sure if that's anatomically correct)
I don't really handle him very often and almost never hold him below me so I haven't noticed these before. One is just a slight yellowish tinge and the other one sort of looks like a gemstone.
He's starting to shed so that's why he looks a little dry but.....
Is this sun damage?
I recently upgraded to a 100w blue bulb but its at least 10-12 inches away from the highest point he can get to. I see him chilling out a lot more in his heat bulb spot since I upgraded so he seems to love it.

The fact that they're both on the exact same part of his arms lead me to believe they're burns from basking. Where do you live? 100w bulb in the middle of summer might be too hot and causing him to burn. Also...what kind of blue bulb did you "upgrade" to? Panthers just need a basic incandescent bulb. No special heating bulb or "blue bulb," so not sure what you're using.
 
I live in PA, and I would say it's usually around 70 in his room all the time as I keep my AC on, but turned down a few degrees for his area.
His whole life I've always used both a T5 and daylight blue lamp. He's always been fat and healthy, and still is now. It used to be 75w but I got a different taller fixture and went with 100w because thats all the store had at the time and mine had burnt out.
The temps in the cage basically haven't changed whatsoever since the lamp swap. I just find it odd that his head/back dont show any of the same symptoms as his arms would normally be lower. The top of his head has always been the same shade of flat turquoise since he got his adult colors.

humm it look like a burn too me too (symetric and burn-looking) but not a uvb burn more a thermal burn, is this possible to get a close up and a picture of the cage? Thank!
