Spikes Temps

Ive been having trouble for awhile maintaining temps for some reason. What are ways you can maintain the ambient temp, and the basking temp, and what should they be, going by spikes age hes nine months old now. I measure the temps by using digital gauges with probes in case people are wondering

Ambient should be in the 70's and basking should be 88 or 89. It's been cooler here in FL and I've had the house heater on to keep up the ambient and went from a 40 watt basking bulb to a 60.
