Ok so the shadedweller is actually the wrong fixture type and bulb strength. You will need to buy him a new fixture with a 6% bulb. He would be high risk for developing MBD since he has been under the shadedweller. You want to get a fixture that will run the width of the new cage your husband is working on as well. Per daytime humidity this is a bit high for a veiled. Really the max levels for a veiled is 50% daytime. For the heat in that small of a cage I would not have it be any hotter than 80. Just because he does not have the room to totally get out of the heat into a cooler gradient in the current cage. High heat and high humidity in a glass enclosure pose a risk for a respiratory infection developing.
For the new enclosure a few notes. if it is a wood frame you have to seal the wood so it is not emitting VOC's and to keep it water resistant. Per screening. If you are using screen make sure it is the aluminum window screen. Other materials like fiberglass will actually reduce the UVB far too much inside the cage.
