Skin disease?

Am wondering what this is small bumps that look like barnacles all over her skin

Looks like it could be papilloma virus. If it is it is very contagious to other chams so you do not want to cross contaminate anything. You would take her to a good reptile vet and have them biopsy one of the spots to see if it comes back positive for the virus.
