As far as bulb wattage it depends on how far away from it she is and if you have the heat lamp lifted? If you are using like the zoo med ceramic bulb that does not produce light this might explain why she is going for the heat from her Uvb light. So think of it this way. When it is sunny you lean into the light to feel the warmth. When there are clouds you don't... So she is leaning into the light for her heat.
