Its not hurting anything, just leave it be. It will come off the next poofing time, which at that age is like monthly. Now if it was cutting off blood flow to a toe or a tail, yea you will have to remove it. But right now you dont know why its stuck, and if you yank it off, you might damage the next round of skin, which in tern will also have shed problems.

Do tons of research, I got mine from Petco bc the conditions were so bad, they gave me mealworms, the wrong lights and spent like 10 min figuring out if it was a boy or girl, they had like 6 of them in 1 viv and it was like a foot tall, they said all the hydration they needed was a frozen cup of distilled water on top of the cage...... not ranting, just saying the facts
