shipping insects to hawaii

I think ive run into another road block because i live in hawaii it says a permit is needed to ship insects to hawaii do i need the permit of the shipper?

In general, when a permit is required it is for the people receiving the thing.

You might need to fill out some forms at a government office to make it happen.
