The green dots are given to you manually by users who think your posts are clever or are helpful -- it's called reputation, and it really doesn't mean much except that people take the effort to appreciate your posts with a click of a button.

You know, I forgot to mention the other neat thing about the dots...
As they change, when you hover over them they have little messages that are displayed. (not sure if you noticed that you will be famous soon enough
)
