I don't fully agree with the picture you attached @RandellTheCham ...
I'm using compacts (Arcadia 7%) for both my chameleons, made a horizontal fixture and a reflector to increase the upbringings and it works fine.
Biggest problem with the compacts is that their surface area is limited in a vertical fixture that most people have other than that a compact is basically just a folded tube light.
There may also have been a compact of a certain brand that performed terrible giving all other compacts a bad name, this could happen for any kind of lamp tho.

Bottom line is that you should do at least a bit of research prior to buying an UV lamp to know the kind of lamp you buy is going to suit your situation.

Deffantly but for new comers id always suggest a liner especially as ive seen a difference changing me compact to liner
