Is the reptile grass, that u buy from pet stores, safe and good to line the floor of the cage with?

idk most will tell you no substraight but that realy isnt 1...as long as it doesnt require sand or any other substrate i guess youll be fine

Will it dry out during the course of the day between misting, and drippings? If not, then I would not use it. You don't want the bottom of the cage to stay constantly damp and wet.
