Privates Keep Bulging?

I got up today and went to water and feed Sebastian and saw that after he had a poop and a wee his bits were bulging out and two little pink bits keep popping in and out, are they just his testicles?

He may be producing another sperm plug as I saw an inch of something thin and white protruding from his vent (it's not alive so not a worm) but he's eating and drinking fine.

It went back in after 10 minutes, it came out pretty far and worried it was a prolapse at first

They clean out old sperm and rub it on branches. This might be the white stuff. Mine do that periodically. If they don't do that then they get sperm plugs that need a little help from you to come out. Sounds like he is doing a good job staying clean.
