Possible Edema?

I posted this topic a while ago, but now I have pictures. To me this looks like the bones that launch his tongue are just sitting in his throat. When he moves this bump goes away. I think it's just his neck. It has been there for a while now and hasn't changed. Any thoughts?

I know. I was trying to get a better angle. Pretty much when he moves, his throat looks flat, normal with the rest of his underside.

The first pic is not that clear either, but it looks like pouches of skin. If it is hard or boney then it is not. If that is the case, what are you looking for as far as advice? Is he eating, drinking normally?

It feels soft on the outside. Under that I can feel the bones. He eats a lot. I don't seen him drink much. I guess that's secretive. He eats normally. His urates and poos are normal. I just want to know if I should be concerned and have a vet check him out or just keep an eye on him?
