Just plain neosporin. Do not use the pain relief version. I worry about lights right on the cage because I think the wire mesh can get hot enough to burn on contact. If you can put a couple of coffee cups or something that takes heat on top of the cage, then put the light on top of that, it will eliminate that danger. 85-98 is on the high side, particularly if he's young. For a baby, the hottest you really want it is about 84. Raising the lights would help lower your temperatures a bit too.
I sort of doubt he's 5 weeks old, particularly if the store had him for 3 weeks. A picture would help with figuring out the age as well.
