I'm not sure if this is just for veileds or chameleons altogether but it looks female if it doesn't have that little spur on the back leg.

Spurs are just for male Veiled Chameleons and not relevant to any other type of Chameleon.

This is 100% a Male Panther. The coloration and the bump after the vent indicates it is a boy.
