Unless you think you are going to have a humidity issue you probably won't need a fogger. A dripper is great but not all chams drink from them. My cham will, but will not drink from misting. So you might want to try misting and the dripper and see which one your cham likes best or use both. You don't have to worry about how far the lightiing will reach. Just put a branch or vine about 8 inches below the UVB and your cham can go under the light when he chooses to. A 4 foot cage is big for that size panther, but the main thing is him finding his prey and you can remedy that by putting your feeders in a cup. I have a large plate under my plant to catch the water from that when it drains and then I position a VERY shallow cookie sheet or tupperware container under where my dripper drips to the bottom. Make sure whatever you use your chameleon could crawl out of if he fell in or he could drown. There are other more elaborate systems of drainage if you search the threads on here. This is easy and when the water collects, you just empty it. I have my therm/hyg at the top of my cage, but that is my personal preference. Good luck with everything and welcome to the forums!
