Newapaper

Is it ok to use newspapers for the bottom of my cage for my Chams?
I have been going threw a lot of paper towels.

I don't see why it wouldn't be fine, other than the chameleon going to the bottom occasionally to read the funnies.

I guess I'm a little wary of the ink...

You might contact your local paper and see if you can get some roll "ends". They often have substantial roles of blank newsprint left after a printing but can't use it because it's not enough for another printing. They usually make the ends available to schools and clubs and stuff (for banners and art projects).
