I personally use Reptisun (100w) for uva/uvb light and heat (All in one bulb).
you can get them as cheap as $40 but usually go for around $60-$70.
My cages also have a t5 fixture with 2 bulbs strictly for plant growth (and illumination for the colors of the cham).

I would get a Arcadia t5 and the % of the UVB will depend on what species of chameleon your planning on buying
