How are you measuring humidity? One thing I notice about "new" cage setups is they tend to be drier than you planned. You may need to add more live plants...just have to experiment! I hope your Hibiscus does OK as it looks nice!

i have a small humidity gauge from petco as its all i can afford for now but its around 60%-70% its a little hard to get it to stay around 60. the bigger issue i have is the temp. i cant get it below "80" so at this point i can only assume the gauge is broken

That will be too warm for a jax (unless its the temp right under the basking light). Either get a smaller watt basking light, move the light higher up away from the cage top, or turn the light off during the warmer parts of the day. This will also help keep your humidity a bit higher as the cage won't dry out as fast.
 
i cant seem to get the temp in the house to drop the Ac is not all that great so im living in 80 degrees as well neither of us is happy about it lol
