I just purchased a rescue Cham today,
He came with his enclosure and supplies.
I can see plenty wrong with this already and on top of that he has a "night" light. Yikes. Here's a picture, any and all suggestions for a quick remodel are appreciated.
He also has solar glo bulb, it supposedly has heat and uv light in one bulb, I don't have experience with this bulb type, is this fine? I'm going to get him a separate uv tubular bulb when I get the money, but this is all he has in the meantime.

And yes that is standing water in a dish

You could just clear out all the stuff on the ground in there now and then get a schefflera plant that fits the cage perfectly and then add the vines and branches back in. He needs more foliage up near the lights and more horizontal branches. Getting some branches from your yard and treating them is easy enough.

I too have no experience with the all in one bulb but like you stated, i think the best thing to do is replace it with a reptisun linear bulb and fixture.

Definitely. No need for the substrate. I placed a fogger at the top and he was afraid of the fog lol. Obviously never experienced this before. I'm going to need to setup a drainage system and run my mister through the cage as well.
Does his cage look large enough?
How old do you think he is? I'm thinking either adult or sub adult, no clue on "age" though.
But I would think he needs a 2x2x4 cage

I do not think the cage is big enough and would def go with a 2x2x4 asap.

In the picture he is far away but if I had to guess I would say 10 months to a year old.
