Is it ok to grab my Cham off the top of his cage.

Yes if you have to. Put one hand in front of him and nudge him onto it with your other hand. It might be easier to pick the light up off the outside of the cage and wait for him to climb down
 
Young chameleons like to climb up there near the light. You can raise the light up off the top off the cage a bit to keep him from getting burns and/or you can put a horizontal branch ~6 inches down from there where he can bask comfortably.

Thx idk why but he just keeps climbing up there
 
You will have to wait for him to grow bigger before he stops completely. Give him the basking branch I mentioned and he will do it a lot less. If it's not hot it will be ok. He may be wanting a better UVB source like a linear UVB bulb.

I have him a basking branch and he’s just sitting under the uvb tho.

That’s why he keeps climbing on the lights. Unless temperature prevents it that basking branch should be running about 4” below the top screen. Your Cham is trying to tell you it’s not close enough by climbing on the top screen. Find a thermometer and put it right below the top screen, if the temperature there is not above his recommended basking temp put his branch right there.

It’s 6 inches from the light
 
Even with a perfectly set up basking branch, young chameleons will climb up there. Once he grows up and is too heavy to hold himself upside down like that, he will stop.

What are you using to measure the basking temp?
