good news, I believe This is still a recoverable situation.
He's certainly affected with MBD.
IF you go to a local pharmacy there is a high bioavailable calcium
liquid product intended for children (eye dropper) it may be mixed with glycerin.
I don't know the name of it off hand but I know - it's available. ask the pharmacist.
Give him that mixed with some "gatoraid™" (yellow and orange flavor)
screen cage.

He's going to be weak and not wanting to move around much
so if you have a bushy potted plant or small tree
stick him in that and let him bask DIRECTLY in the sun
and process that calcium if he feels like moving into the shade - let him.

the eye issues are not the main worry
they can bulge and retract those eyes
at best it can mean that he wants to get the full 360 view because it's not feeling well
and wants to see EVERYTHING that is happening around him.
at worse it's a dual infection that can be cleared up when the immune system is back and functioning. (later)

and rep-call pink and blue label)

I fill those things up when I really want to vitamin up a chameleon.

and the casque is going to be "imperfect" but if this is all done right
you'll have a happy animal in a week... I've seen worse recover and live happy lives.
