In the natural environment the ground is like mulch because of rotting leaves, plants, bugs, worms, rain, erosion and many other reasons. They don't have straight up top soil. If you don't get something other than top soil she will most likely get egg bound and die. The chameleon has to work very hard to lay her eggs and its your job to make it as easy as possible for her to do so.
