Male juvenile panther chameleon swollen neck?

Recently my male juvenile panther chameleon, who I’ve had for around 3 weeks has been getting a puffy neck. I have no idea if this is normal or if I should be concerned about it. If anyone has any idea I would greatly appreciate it.
