I would go by the temp gun reading. Analog thermometers/hygrometers aren’t terribly reliable. Most use digital.
Also, just wondering as I don’t see your uvb light in your pic? What type are you using?

I am using the power sun 100 watt plan on ordering a Arcadia 6% t5 very soon. And I read it again with a zoo med digital probe and read 90 so I think I’m going to stick with that reading

You need a wired in digital reader for temp at the basking branch.

You need to get the T5HO asap... The powersun is a mercury vapor bulb. These also produce heat. These should not be used without the use of a solarmeter 6.5 they are never used on small cages only on very large enclosures or free range set ups. But these are always used with a solarmeter because they can produce a very high UVI which can over radiate a chameleon. High UVI levels can cause cancer and eye issues. Very unsafe. Your cham is basically within inches of this lamp which means he is getting over exposure. Take a look at this chart as to what the company says... Basically no closer then 12 inches. But I still would not trust it without a solarmeter 6.5. https://zoomed.com/wp-content/uploads/Choosing-Correct-UVB-Lamp-2018-07.pdf

This is what the company says about them

PowerSun UV is a self-ballasted mercury vapor lamp which emits UVA, UVB and heat all in one lamp! This lamp fits into a standard ceramic socket (no ballast needed.) The 100 Watt projects UVB up to several feet from the lamps surface and is ideal for large terrariums or bird aviaries. Features include quality nickel plated threads to prevent corrosion, and a full one year warranty!
