if the cage for the cham is next to a window that gets alot of sun do you need a reptisun 5.0 uvb bulb and if it is not what are the to lights and fixtures that you will need

UVB doesn't penetrate through glass so yes you will need a UVB. You can open the window but still want a UVB.

and what is the other light you want becase i had a chinese water dragon and they gave me a 70w i think basking light and i have a bloodlight

Usually a 40-60 watt housebulb is sufficient.
