Lighting in Las Vegas

Hey guys, I've not yet gotten a cham yet(was thinking of a nosy be panther), but I used to be the animal caretaker at zoomed labs for a year and had other lizards most of my life. Now I'm getting ready to get a cham after not having anything for a while. I've recently moved to las vegas and although its going to get cold soon its hot and i was curious if i should have a basking light on in summer at all? The room I'm planning on having him in is above the garage and gets to the 80s I wanna say.

I already know I need a UV light and plan on getting a basket light for the winter.
 
A panther is going to need a asking spot in the 90's. I keep my chams (Veileds and Oustalet's) outdoors here about 9 months a year...they are inside for 2-3 months of winter, and a couple of the hottest weeks of summer-
