Lighting for Panther Chameleon

I am currently using a Reptisun 5.0 T5-HO 22 inch 24 watt.My 8 month old Panther doesn’t have much of a appetite but when I put him in the sun he eats like a pig.I am thinking this light isn’t strong enough? I could use some feedback?
 
Some variables:
  • Does the fixture have a mirrored reflector?
  • What is between the bulb and the basking area?
  • What's the distance between the bulb and basking area?
  • How old is the bulb?
Do you have a Solarmeter?
 
Yes it does have a mirrored reflector.There is cage screen between the light.the bulb is only a few months old.His basking area is under the heat bulbs but not the Reptisun.I do not have a solar meter
 
What's the distance between the bulb and basking area? 8-12" should be good.
If you can, try tilting the basking light to intersect the UVB so he can get both while basking.
 
That could be the problem,I will try to do some rearranging so he gets UVB while basking?He has 2 75 watt basking bulbs which gets adequate heat.
