Well, this isn't an all or nothing issue. Most chams rest a leg or two at various times. I had a melleri who rested with all 4 legs dangling (like an overfed leopard in a tree) quite often. Now if your cham is dangling both hind legs for hours or days on end, there may well be a problem. It could be constipated, have some sort of abdominal pain, arthritis, MBD, or articular gout, etc. I think what may be more important is whether your cham still has complete voluntary control of the dangling leg(s), its skin color around the limb is normal, and whether there are any other signs of weakness or sickness to go along with the behavior.
