latex ?

interior or exterior latex paint? the cage will be indoors and i would imagine
the exterior would hold up better but, i assume it may have more harmful
chemicals in it .Anyone have the answer to that one?

For my cage bottom, I used exterior latex floor paint. It holds up good with no scratches on its surface. But make sure it dries out for at least two weeks. Or else it will bubble up when it gets wet.

low VOC

any paint with lowest "VOC" content is best. it basicly means that all harsh chemicals that go into paint are "less harsh".
