It's not normal for chameleons to take naps during the day. It's usually related to some other problem: there are many reasons why chameleons may close their eyes during the day.
One common reason is stress. Another reason may be an eye infection (but that usually only affects one eye at a time).

However, since you say your cham is doing this towards the end of the day, there is a chance that you've been keeping the lights on too long (as Angus mentioned) and the chameleon is simply tired. Despite the fact that they won't sleep during the 'day', if you left the lights on 24 hours, eventually the cham would get tired and fall asleep even though darkness had not come.
In nature, most chams would be exposed to daylight hours of between 11-13 hours (although natural daylight doesn't have the constant intensity of artificial cage lights).
The 14 hours that you have your lights set for is not an extraordinarily long time, but even so, try changing your timers to have a shorter light cycle (12 hours is a good approximation) and see if this helps the cham establish a more natural rhythm.
The cham should wake up when the lights go on, and remain alert and attentive (eyes moving around all the time) the entire day, until the lights go out and the cham goes to sleep again.

If the cham is still taking 'naps' after you've adjusted the light cycle, you'll have to go over your husbandry in detail to ensure that there isn't some other underlying cause.

I think it's the light cycle as well.
Given that this is a baby..10 hours of light may be enough.
You said he starts napping at around 4:00?
Try turning the lights off at 6:00 p.m.

I just went through this with one of my juvi panthers. At about 8 - 10 weeks old she would nap in the middle of the day. This freaked me out a bit, but only lasted for about 3 weeks. The cham never seemed unwell in any other respect and has since stopped the naps.
