Welcome to the forums! he is a beauty! Normally sleeping during the day is not a good sign. Usually a sign of some type of illness or maybe lighting issues. I only know farenheit so don't know what temps you are posting. Sometimes they will get into sleeping position shortly before lights out but 3 hours does not seem right. I am not so sure about keeping the humidity at a constant either. Maybe a jackson owner can clarify that of you.

How long are you misting him for? I don't see any reference to a dripper and it's possible he's not getting quite enough water. If at all possible, a dripper running for several hours a day will give him more of an opportunity to drink.

Your night time temperatures are maybe a little high. Typically you'd like to see the night time temperature more like 18 1/2 to 19 degrees C. They need a cooler night to sleep well. Your basking temperature is a bit low but in the right range. You might want to raise it 1 to 1 1/2 degree. I don't keep Jackson's but Fischer's are not dissimilar in their environmental requirements.

If you can set up an outside enclosure to let him have some time outside when the weather is good, that can be extremely helpful in keeping your chameleon healthy.

He is gorgeous!!!

A really great looking animal, congrats!

Id recommend trying to get his night temp down to 15C.

You want his ambient day time temp at about 20-23C, and his basking at 30C(!dont go over 30C though!).

The night time drop seems to do them wonders.

I would let the RH drop to about 50-60% say about half way through his day.

You can run the fogger 24/7, but only if the cage is completely drying to the touch in between mistings. If its constantly damp, he will get sick eventually. IMO I used to live in a VERY dry place, and I ran one 24/7 with mine, in a screen cage though. I cant be sure how the fans are effecting the setup, as Ive never used them, but I imagine they are fine, and helping things dry out.

Do you use a light at night? I know my jackson is very sensitive to light when she is asleep, anything will wake her up. So if you are using a heat lamp at night, this could be keeping him from sleeping proper, thus making him sleep during the day. If this is the case, this is stressful on them, and he will get sick.

I also recommend a dripper, I keep one going just about anytime the animal is awake.

Again, that is a beautiful animal! Cant wait to see more pics of him. ;)
