Is This Normal?

Hey all you chameleon people! Chameleon Crazy Chick here. Lately, my new male veiled, Nik, has been climbing ALL OVER his screen cage. Bottom, top, sides, door. All of it. He seems to have realized that my room is FAR more interesting than his cage. Every time I open the door, he's either on it or next to it, and he makes a break for freedom. I accidentally left the cage door open, and when I came back 10 minutes later, he was gone. I found him in my closet, climbing all over my hangers and looking like he was having the time of his life.
So, I have 3 questions.
1.) Is this normal?
2.) Should I let him continue?
3.) If this is not normal, how do I get him to stop?

1. Cage could be to small or nit decorated well enough. They will also reach an age when they'll start exploring more expanding their territory.
2. When supervised and best in a controlled area 'free range'.
3. If not exploring then address the other 2 points.
