In my opinion, yes.

However, that is the least of the issues I see with your husbandry:eek:

He needs MUCH more to climb around on! More climby things will allow him to thermo-regulate properly.
Also, the substrate on the bottom will turn out to be more trouble than its worth, and can be ingested, which can lead to impaction.

I would mainly be concerned with adding some furniture to the cage at this point;)

Then get him into a larger enclosure.

Is it a female?

It might be big enough...but as has been said, there are some upgrades that would make it a much better enclosure. If you could get a really big, full pothos plant, hang it so the pot is about the middle of the cage and then pin the vines up the sides toward the top, that would go a long way toward solving multiple issues. I also agree with taking out that substrate. The live plant will help you with humidity.
 
that cage is to small and there are not enough plants and climbing structures, also the how to ask for help would work wonders for you

Also you do not need a fogger, just misting and a dripper is enough.

In my opinion foggers stress the chameleons and can freeze them if left on during the cold or over night.

chameleons like any animal need a lot of space to climb and exercise to develop their neurons and muscles

I hate my eyes...I didn't even see the chameleon, I was so busy noticing the lack of climbing options.

I'm not convinced that cage is too small...I agree it's small but that can work. Most chameleons stay near the top anyway. I think a lot of the prowling people see is because the animal feels insecure. Wrapping a couple of sides with a dark drape (something that allows air to move) can help with that. I think a live plant or two and loads more vines could make that a comfy enclosure for an animal that size.

That said, the easiest way to make him comfy is to give him a bigger enclosure.

The larger enclosure will make it easier to creat a proper temperature gradient, and control your cage weather all around in addition to making him very happy ;).

Sounds about right watt for that size cage, you need a UVB source though. This is more than essential. They have to have UVB to generate D3 so they can properly absorb calcium.
Temperature - What temp range have you created (cage floor to basking spot)? Lowest overnight temp? How do you measure these temps? Room temp is 75 degreesThat is fine for an ambient temp. a basking temp of 80-85F is ideal for them. They will use the heat to digest food, but if it is too hot, they start to have propblems.
Humidity - What are your humidity levels? How are you creating and maintaining these levels? What do you use to measure humidity? I’m always misting and he constantly has water so average This is important, as jacksons are a montane species, and require a higher ambient RH. No less than 50% is ideal.
Plants - Are you using live plants? If so, what kind? No plantsIMO, live plants are the only way to go. I recommend getting him a small pothos at least, if he is to be in that small cage for more than a few days.

Chams tend to goto the highest point they can, as seen in your pic. Did you notice that there is no light at all there. I suggest you fix that. He will decline.

As said in other parts of this thread, you need a 50% or more RH and there is no way to get that with your setup.

How does he drink? I cant imagine its easy since there is no way for water to trickle.

Yes I think the cage is to small, however as said I think you should work on getting a live plant and some way points for your cham to wonder his cage.

I would indeed remove the stuff on the bottom of the cage, could mold and cause a URI. Not healthy

Put your 5.0 bulb in the middle of the cage so it can be absorbed in the cham.

All these folks have great ideas, I would strongly suggest you fix these quickly, as any cham owner knows, once a a cham starts to fail, they decline fast and its expensive to take to a herp vet and very hard at times to bring back to life.
