I found this link on youtube by one of the members here. His enclosure is pretty over the top, but I'm sure you can take most things outta it. You can probably also get in contact with him as well to get more information... He'll give you his forum name at the end of the video. Hope this helps!

I think it depends on a lot of things. Not all Jacksons are the same.
Is it a female?
It might be big enough...but as has been said, there are some upgrades that would make it a much better enclosure. If you could get a really big, full pothos plant, hang it so the pot is about the middle of the cage and then pin the vines up the sides toward the top, that would go a long way toward solving multiple issues. I also agree with taking out that substrate. The live plant will help you with humidity.
My opinions/thoughts are in red.Your Chameleon - The species, sex, and age of your chameleon. How long has it been in your care? Jackson Chameleon, Sub Adult, 3days
Handling - How often do you handle your chameleon? Just got him been letting him settle in
Feeding - What are you feeding your cham? What amount? What is the schedule? How are you gut-loading your feeders? Crickets as much as he can handle then I remove the rest, Once a day
Supplements - What brand and type of calcium and vitamin products are you dusting your feeders with and what is the schedule? With out D3 Supplement Calcium With every feeding,IME plain calcium should be used only 2-3 times a week. Repti Vitamin twice a weekI would only use this once every month at most.
Watering - What kind of watering technique do you use? How often and how long to you mist? Do you see your chameleon drinking? I use a dripper, Mist 3-4 times aday
Fecal Description - Briefly note colors and consistency from recent droppings. Has this chameleon ever been tested for parasites? On pooped once since 2days ago
History - Any previous information about your cham that might be useful to others when trying to help you. No
Cage Info:
Cage Type - Describe your cage (Glass, Screen, Combo?) What are the dimensions? Screen 16x16x20 Possibly He can survive in there, but I would definitley get him a larger space asap. The larger enclosure will make it easier to creat a proper temperature gradient, and control your cage weather all around in addition to making him very happy.
Lighting - What brand, model, and types of lighting are you using? What is your daily lighting schedule? 40watt bulb 9am-9pmThis is for basking? Sounds about right watt for that size cage, you need a UVB source though. This is more than essential. They have to have UVB to generate D3 so they can properly absorb calcium.
Temperature - What temp range have you created (cage floor to basking spot)? Lowest overnight temp? How do you measure these temps? Room temp is 75 degreesThat is fine for an ambient temp. a basking temp of 80-85F is ideal for them. They will use the heat to digest food, but if it is too hot, they start to have propblems.
Humidity - What are your humidity levels? How are you creating and maintaining these levels? What do you use to measure humidity? I’m always misting and he constantly has water so average This is important, as jacksons are a montane species, and require a higher ambient RH. No less than 50% is ideal.
Plants - Are you using live plants? If so, what kind? No plantsIMO, live plants are the only way to go. I recommend getting him a small pothos at least, if he is to be in that small cage for more than a few days.
Placement - Where is your cage located? Is it near any fans, air vents, or high traffic areas? At what height is the top of the cage relative to your room floor? Near the window and I live in the boondocks of pa, Cage is on the tope of the night stand table
Location - Where are you geographically located? PA boondocks with corn field in back yard
